Question and/or feature request:

Is it possible to apply a filter only to the selected region of a picture?

Currently I am doing this by using 2 instances of PMView and cut from one picture, paste as new image in the second PMView, apply filter there, copy to clipboard and paste into picture of the first instance?

No. This feature is not implemented yet.
