Why does the OS/2 version FOC's window control menu not have a std OS/2 (Minimize) option?

Alternatively, how do I minimize the FOC without using the mouse, allowing it to continue rendering thumnails in the background (or, merely loading them)?

The PMView File Open and File Save dialogs have a Hide button instead of a Minimize button. The standard hot key for Hide is ALT+F11.

Thus, the dialogs are hidden, not minimized. If they were minimized, the "Minimized Window Viewer" and the "Alt-Tab" bar would very quickly be crowded with FOC windows. Using a Hide-button instead of Minimize-button takes care of the problem since hiding the window does not place it in the minimized viewer or "Alt-Tab" bar.

I was just thinking that basically the FOC should behave like a normal dialog; pressing ESC should close it the same way pressing "Cancel" in any dialog does. Since "Cancel" in PMView's FOC is altered to mean "Hide", this should work fine. Voilą! Pressing ESC is all you need to do if you want the dialog hidden No need to remember that ALT+F11 combination.

Side note: If you really want to physically CLOSE the dialog, then you need to double click in the left corner, select "Close" from the system menu, or press ALT-F4.
