I keep getting the following error when using PMView to view photos from my phone camera (Samsung Infuse):

"Corrupt JPEG data: extraneous bytes before marker"

However, the photos are completely viewable, and I don't get the same error when viewing with, say, Windows Picture Viewer.

Is this a problem with the photos, or with PMView?

The message means that the image file format does not conform with the JPEG File Interchange Format specification.

So, yes, it's a problem with the photos. The application that creates those files apparently does something that does not conform to the format specification. If the image looks fine, you can ignore the warning message since you know where the files come from.

AFAIK, Windows Picture Viewer is either success or fail. You only get error messages when it can't display the image, otherwise it will show the image and not bother to tell you that there might be something wrong with it. Many other applications behave the same way.
