I've got a bunch of OS/2 icons that I want to bring over to Windows. When I do a convert in PMView all the converted icons have non-transparent backgrounds, even if I select the "Transparent background" in the save dialog. The background color is the first color in the palette index.

Any hints as to how I can do this?

Currently PMView only supports a transparent color index for .GIF and .PNG files. Full support for transparency masks (needed by most other formats including .ICO) is planned for v3.0.
