PMView Pro help says:
"Transparent Fill If set, the unused area of the
icon will be made transparent. If not set, the
unused area will be black."

I have OS/2 Icon Save Options "Transparent fill" checked, but unused area of icon is always black.

That option is for determining the fill color of the unused areas created when convering a rectangular (non square) image to an icon. In this case there will be letterboxing or pillarboxing. The option selects whether you want the black or transparent(invisible) letter/pillarboxing.

PMView does not yet handle transparency in formats that use a transparency mask (a separate bitmap that defines the transparent area). When loading an icon in PMView, the mask bitmap is not used when saving.

A future version of PMView will add the capability to handle transparency masks.
